DRC UN GENOCIDE REPORT 2010 : UPR PRESIDENT ACTION

LETTER  FROM UPR TO INTERNATIONAL COMMUNITY

Dear Sirs,

Ref.: DRC UN GENOCIDE REPORT 2010 : 

The genocide, rape and pillaging of natural resources  that had occurred in the past 15 years in the Democratic Republic of Congo cannot go unpunished.  That is why for so many years we have been fighting teeth and nails to bring those who have committed these monstrous acts to justice.  Unfortunately until now nothing has been done.  This because as you know most of these crimes were planed and funded by the most criminals  leading  international organisations and States to allow them to condone these atrocities.

Today these events have been unfolded by the UN report  published in this month.  In fact, the report has been published at the right time and it is shedding the light in our cause.

As you can read from the attached report that we are sending to you and your members, awful atrocities were committed in the D.R. Congo from 1993-2003 by the Rwandan Army led by Paul Kagame, James Kabarebe and Commander Hyppolite Kanambe alias Joseph Kabila, today president of Congo,  during their so called war against Hutu genociders.

The report is a true account of research and testimony of those who had witnessed the level of monstrosity in which these three criminals had conducted the pursuit of the Hutu genociders in the D.R. Congo.

They took justice in their own hands by slaughtering hundred of thousands innocent civilians. 

Today we have been vindicated as the UN report support what we have been saying for almost 15 years.

I herewith draw your attention to some paragraphs of the report to show you how cowards their actions were when they entered the D.R. Congo.

Thus, from paragraphs 190 – 267, the report clearly mention that the APR (Armees Patriotic Rwandais) (Rwandan Patriotic Army) unlawfully entered the Zairian territory to attack the Hutu who took refuge there.  So, to hide the unlawfulness of their act, the Rwandan Army formed an army movement which they called AFDL (Alliance des Forces Democratiques pour la Liberation).

In paragraph 191 the report says that the Rwandan Army attacked the refugee camps where refugees were living.  In paragraph 192 the report states that the entire period was characterised by the relentless pursuit of Hutu refugees and the ex-FAR/Interahamwe by the AFDL/APR forces across the entire Congolese territory.

Paragraph 193 continue to highlight the systematic attacks perpetrated by the Armee Patriotique Rwandaise (Rwandan Patriotic Army) against Hutu refugees in the Zaire territory (actually the Democratic Republic of Congo) by using heavy weapons.  They continued throughout their campaign attacking civilian refugees killing them at point- blank range when trying to flee.  After killing them the Rwandan army forced local people to bury the victims in mass graves.  They also killed refugees who were hiding in the homes of Zairian civilians by forcing local people to hand them over or face execution themselves.  Throughout their journey they carried out atrocities over atrocities, killing refugees and Zairians at point-blank or by burning them alive.  They killed their victims using their weapons, bayonets or shrapnel.  

Thy made sure that no refugee will escape by setting up checkpoints to track them (see paragraph 198), where they sorted the people they intercepted according to their nationality.  Those identified as Rwandan or Burundian were separated and killed thereafter.  They also killed Zairian civilians who tried to assist the victims or collaborated with the UN or NGO.

They had carried out these systematic and indiscriminating killings in the eyes of the international community without being threatened.  They killed man, woman, elderly, disabled and children.

The massacres carried out by the AFDL/APR were staged on the basis of an identical plan, designed to kill as many victims as possible by hunting refugee camps.

The AFDL came to power in May 1997 and it became the forces Armes Congolaises (FAC).  Many of these criminals were integrated in the national army until today.  Some of them returned to rebellion in 1998 after the fall out between President Laurent Kabila and the Rwandan army.  They went on to form another rebellion group called the RCD (Rassemblement Congolais pour la Democratie).  They continued carrying atrocities and rape of women and children.  Today these crimes are committed by the CNDPP rebels and others made of Rwandan army.

The reason for this continuity is because of the level of impunity with which these criminals are operating despite the present of the UN mission which was suppose to protect the same victims.

As for the UN mission itself, it has catastrophically failed in its entirety as most of these atrocities are carried out just yards from its bases.

The crimes which were committed in the D.R. Congo constitute, as the report as clearly stated in paragraph 463, under international law as defined by the Rome Statute of International Criminal Court, war crimes or crimes against humanity or both.  But also constitute genocide.

Thus, we would appreciate if you can help us by lobbying the European Parliament and the international community for the setting up of an international criminal court for the Democratic Republic of Congoto punish the likes of Paul Kagame, James Kabarebe, Joseph Kabila, Bosco Ntanganda, Nkundabatware and others for the worse crime committed in mankind history after Hitler.

We would also appreciate if you can help us to lobby to make sure that a criminal such as Joseph Kabila will not present himself as candidate in the presidential election in 2011 so that he can be indicted for his crimes.
